This master plan was commissioned by the University to privately develop the 60-acre parcel between the west edge of the campus and its Interstate 26 frontage. The development plan was established to leverage private development on the property and to maximize the financial return to the school for student scholarships. The road network and infrastructure for the property were set up to separate this development from the balance of the campus and yet provide for the appropriate linkages.
The proposed uses included a hotel and conference center, corporate headquarters, and medical office buildings affiliated with an outpatient care facility from the adjacent hospital. A retail village was also planned for the long-term development of the University property along US Highway 78.
This master plan also included sympathetic reorganization and consolidation of the administrative, classroom, dormitory, student life, and athletic functions of the University within a loop road system.
